We would like to know more about ON/OFF switching for the PHL-0508-CD24.

It is possible to perform ON/OFF switching control of the primary power source using a relay, etc.
If other devices (PLC, etc.) and a PHL is connected in parallel with the Control Unit, there are cases where the inrush current that occurs when PHL is turned ON may affect the other devices. Due to this fact, we ask that you connect them individually to the Control Unit.
When switching the Control Unit ON/OFF, please ensure that there is a 1 second or more interval between switching.

For the PHL-0508-CD24, what is the HSL response time when switching the primary Control Unit ON/OFF?

It is 0.2 seconds or less.
Please note, however, that the shortest ON/OFF interval possible is a cycle of 1 second ON and 1 second OFF.
